  • Elisabeth Francina Maria ’t Hoen, President

Elisabeth Francina Maria ’t Hoen (also known as Ellen ’t Hoen) is a lawyer with over 30 years of experience in international health working on pharmaceutical and intellectual property policy and medicines regulation. She is the founder and former Executive Director of the Medicines Patent Pool. Previously she was the director of policy of Médecins sans Frontières’ Access to Essential Medicines Campaign. She is a member of the WHO Expert Advisory Panel on Drug Policies and Management and the Advisory Board of Universities Allied for Essential Medicines (UAEM). She is the author of the book The Global Politics of Pharmaceutical Monopoly Power, Drug patents, access, innovation and the application of the WTO Doha Declaration on TRIPS and Public Health (2009). Currently she works as an independent consultant in medicines law and policy.

  • Melanie Dulong de Rosnay, Vice President

Melanie Dulong de Rosnay is a permanent researcher at the Institute for Communication Sciences’ National Center for Scientific Research (CNRS) and is an associated research at the Center of Study and Research on Administrative Science (CERSA at CNRS University Paris 2). At CERSA she has been the legal lead on Creative Commons France since 2003. Ms. de Rosnay was a co-founder and is current chair of the Communia International association on the digital public domain. Previously, she was a research fellow at both the Berkman Center for Internet and Society at Harvard Law School and the Institute for Information Law at the University of Amsterdam. She earned degrees in political science and law from the Universities of Lyon, Leipzig, and Tilburg and holds a doctorate in law from University Paris 2.

  • Tileman-Dothias von Schoen-Angerer, Treasurer

Tileman-Dothias von Schoen-Angerer (also known as Tido von Schoen-Angerer) is the former Executive Director of the Campaign for Access to Essential Medicines at Médecins Sans Frontières/Doctors Without Borders (MSF). He first joined MSF in 1995 and worked in a variety of different field and headquarter positions in the organization including in Armenia, Zimbabwe, Thailand, Nigeria, Chad, Bangladesh, and Indonesia. He currently is an attending pediatrician at Fribourg Hospital, Switzerland, represents NGOs at the UNITAID executive board and serves as an advisor to Health Action International. Dr. von Schoen-Angerer studied medicine in Mainz, Germany and Uppsala, Sweden and holds a Master in Public Health from the London School of Hygiene and Tropical Medicine. He was a pediatric resident at the Albert Einstein College of Medicine in New York.

  • Rohit Malpani, Secretary

Rohit Malpani is Director of Policy and Analysis at Médecins Sans Frontières’ (MSF) Access Campaign. Prior to this, Mr. Malpani was Special Advisor, Policy and Campaigns Unit for Oxfam Hong Kong. Previously, he served as Senior Campaigns Advisor at Oxfam America – an international development and humanitarian agency where he managed Oxfam’s access to medicines campaign, provided advice to Oxfam on the intersection of intellectual property and development, and also served as a corporate campaigns advisors with Oxfam America’s Private Sector Department.

Previously, he worked as a human rights advisor to the World Health Organization and the International Labor Organization, and also with local civil society groups in Thailand and Argentina. Mr. Malpani started his legal career as an intellectual property attorney with the law firm of Wilson, Sonsini, Goodrich and Rosati. He has a Doctorate of Jurisprudence from the New York University School of Law and a Bachelor of Arts from Rice University. He was born in Calgary, Canada and raised in Dubai, United Arab Emirates.
